Human Resources Outsourcing (HRO) is the practice of contracting HR functions to an external provider. HRO can range from outsourcing a single function (such as payroll processing) to outsourcing the entire HR department.
Common HRO services include payroll administration, benefits management, recruiting, training and development, performance management, and compliance monitoring. HRO providers include PEOs, ASOs, payroll companies, and specialized HR consulting firms.
The primary drivers of HRO adoption are cost reduction, access to specialized expertise, and the ability to focus internal resources on core business activities. According to Deloitte, 56% of HR leaders report that HRO has improved their organization's overall HR effectiveness.
